This is a very nice all original Japanese Type 99 Arisaka rifle that was manufactured at the Nagoya Arsenal. Mechanically this rifle is in excellent working order and is sure to be a great shooter.  This rifle is not import marked and is most likely a WWII bringback.  This rifle is one of a few with a slotted saftey instead of knurled or the later welded type.  This is a transitional rifle with some early and some later features.  The slotted safety Nagoya is a harder to find variation.
